Our December 7, 2024 Meeting, Banquet and Awards Program was again a great success. Members and Families enjoyed an awesome meal and had a time of fellowship, music, door prizes and prize raffles as well as awards.
We began with the December meeting, where we held the KCA Board Elections. The Board will remain the same with the exception of the Secretary’s position and the change of Treasurer to Constable Samantha Smiley.

Following the meeting, the banquet began.

With around 60 members and families present, 32 people were recognized and awarded for their commitment to the Office of Constable. While many of these people weren’t present we will present their awards on a later date.
Nominations and Voting was conducted through the entire membership for Association Member of the Year. After voting was complete the 2024 Kentucky Constable Association Member of the Year is Darrin Albro. Association President, Michael Saylor received the Runner-Up Honors. Both well deserved.

The 2024 Kentucky Constable of the Year Nominations and Voting was conducted through the entire membership and from Citizens across Kentucky. This years chosen Constable of the Year was Johnson County Constable Tim Branham, from the Association’s East Region. Also from the Association’s East Region, our 2024 Kentucky Constable of the Year Runner-Up is Clark County Constable, Shelby Lynn Toler.

The 2024 Training Excellence Award went to Constable Tim J. Branham. Receiving Training Excellence Honorable Mention Certificates were David Donathan, Gary Ervin, Mike Saylor and Larry Watkins.

The 2024 Above and Beyond Award recognized Constable John Bays, who brought countless trainers to the KCA through out 2024 and is regarded within the KCA as well as throughout his County to be a model for professionalism.

2024 President’s Selfless Sacrifice Award went to Washington County Constable David Donathan who selflessly assists the President and the entire Association through out the year stepping up, usually without being asked.

A new award for 2024 was the 2024 Cyber Academy Training Award. This award goes to Constable Wade Burns of Owsley County. The award recognizes Constables and Deputies for training received through KCA approved and nationally accredited online training in Law Enforcement subjects and courses.
Regional Members stepped up to recognize the Region’s Director for this Regional Training conducted through 2024. Darrin Albro spoke on behalf of the Western Region members and recognized Calloway County Constable and West Region Director, Jedediah Lamb. David Puckett spoke on behalf of the Eastern Region members and recognized Johnson County Constable and East Region Director, Tim J. Branham. Larry Watkins then presented to Michael Neidigh, Northern Region Director, a Certificate of Appreciation.

Another new award for 2024 was the 2024 Duty Handgun Qualification Award. These awards went to the top 95 Percentile of Handgun Qualifiers. With a tie for the most accurate qualifiers, each firing with 100% accuracy, from distances including 7 feet, 25 feet, 50 feet and 75 feet, were Larue County Constable Jeff Metcalf and Spencer County Constable Bruce Fetter. Third best qualifying honors went to Washington County Constable, David Donathan achieving a 98% final score. Next in a tie for 4th, Constable Dale Willis and Constable Gary Ervin, each achieving a 96.5% final score.


Lastly, we recognized those instructors from across the U. S. who gave selflessly of themselves to train some of the greatest Law Enforcement Officers in the State, Constables. We chose from this years instructors for recognition: Richard VanHoose, Timothy Cleary, Bonnie Wheeler, Brian Boling, David Hinners, Mike Willis, Richard Castrati, Dr. Theresa Hayden, John Hunt, Asst. Police Chief Wes Miller, Mary Tindall, and Bob Vick

In the 2024 Kentucky Brotherhood Ride, Constables were invited to assist. Those Constables who assisted were appreciated. Community Service is among a Constables primary functions. If Community Service is not on your agenda, you should get it there!
We wish to Thank the Officers and Members of the Kentucky Brotherhood for their dedication and for including Constables as they paid homage to the families and friends of our fallen brothers and sisters.
This year the Kentucky Brotherhood honored many fallen Heroes. Among the 2024 Kentucky Brotherhood Hero Honorees was Kentucky Constable Larry House of Owen County, District 4.

The Kentucky Constable Association was honored to express our appreciation to the family for the time that Constable House spent serving his community and the Office of Constable. Kentucky Constable Association President, Constable Michael Saylor was honored to present to the family of Constable House, the Kentucky Constable Fallen Hero Flag.
